The majority of men who masturbate can bring themselves to orgasm and ejaculation. There are also men who don't particularly like masturbation and do not find in arousing enough to reach orgasm or ejaculation. Both are normal.
Most often ejaculation and orgasm happen at the same time for men. But it's also true that sometimes men ejaculate without orgasm even if they are greatly aroused. And sometimes they orgasm without ejaculation.
The inability to orgasm from any kind of sex play, including masturbation, is called inhibited orgasm. Certain medications and physical or emotional conditions can also inhibit orgasm. The most common emotional reasons for inhibited orgasm are sexual guilt, shame, performance anxiety, and, when sex play is with another person, anger with the partner.
