No, that is not true about TSS (toxic shock syndrome). TSS is a rare condition that is caused by certain kinds of bacteria in the bloodstream. It has also been associated with using "high absorbency" tampons all day and night during a woman's period. Having sex in the water will not cause TSS.
As long as they are used correctly and consistently, condoms are still effective in reducing the risk of pregnancy and infection when used in the water. However, it may be difficult to put a condom on correctly underwater. It may also be hard to tell if the condom slips off in the water.
Pregnancy is possible when ejaculate or pre-ejaculate gets into a woman's vagina or on her vulva during sex play whether partners are in the water or on dry land.
