As long as they are used correctly and consistently, condoms are still effective in reducing the risk of pregnancy and many sexually transmitted infections when used in the water. However, it may be difficult to put a condom on correctly underwater. It may also be hard to tell if the condom slips off in the water.
Keep in mind that pregnancy is possible if semen or pre-cum gets into a woman's vagina during sex play in the water or on dry land.
